Q. Can I drag a root menu item into a submenu or vice versa ?

No, when dragging a root menu item (level 0), it can only be dropped into another root menu (level 0), and similarly, a submenu item (all levels except level 0) can only be dropped into another submenu (all levels except level 0). Cross-level drops are not permitted.
